Located within Melbourne’s inner city suburb of North Melbourne, Plan Urban is a specialist development and land use consultancy founded by business owner Mitchell Belden. Planning Permits
Plan Urban has extensive experience dealing with all facets of planning, and can assist you with your development proposal, change of use and subdivision applications.
Plan Urban understands the complexities and nuances associated with often seemingly simple planning matters. Director Mitchell Belden has a wealth of experience working within Councils and has invaluable knowledge on the most effective approaches and methods for dealing with the planning process.
Liquor Licensing & Gaming
The legislation surrounding both liquor licensing and gaming are continually evolving, often overlapping between the VCGLR and the Planning Scheme. Plan Urban can take the hassle out of dealing with this time consuming and at times convoluted process, allowing you to focus on your core business.
Plan Urbanhas an extensive knowledge on liquor licensing. Director Mitchell Belden previously worked within Councils on the implementation of liquor related processes and controls. Furthermore, Mitchell has worked with numerous restaurants, bars and other organisations on successfully obtaining the right license with conditions that do not impact on their business.
Notwithstanding the above, Plan Urban is able to provide the following services specific to liquor and gaming;

Feasibility Assessments
At Plan Urban we are able to provide a full assessment of the feasibility of your proposal, having regards to the Planning Policy Framework alongside the site’s context, opportunities and constraints. Any assessment will always include a discussion with Council, a site visit and recommendations on the most suitable approach to redevelopment.

Discussion
Plan Urban will meet with you to discuss the proposal and provide initial advice on the best method for achieving the outcomes you desire.

Concept
At the concept stage, we will provide strategies and the initial documentation for your review. This will allow for you to provide feedback in order to further refine and strengthen your proposal.

Documentation
Plan Urban will collate the required information, complete all relevant reports and plans for a final review prior to submission.

Planning Permit
Plan Urban will manage the application during the planning assessment stages within Council. We will provide you with regular updates throughout the application process and offer input where necessary.

Mitchell Belden
Director
Mitchell Belden has a passion for property that extends beyond town planning. His innovative approaches to land use and development ensure the objectives and goals of his clients are met. Mitchell is client focused and he considerscommunication and transparency paramount to achieving positive project outcomes. Prior to starting Plan Urban Mitchell worked several years within Local Government, which not only assisted in the development of his town planning skills but also provided him with invaluable knowledge on the internal processes and intricacies of Local Government Planning Departments. Mitchell has used these skills and knowledge to successfully complete subdivision projects, obtain liquor licenses and planning permits, and assist clientswith development projects from the initial site selection right up until when the developments were completed and sold.
